At a local scale its hard to draw conclusions. Here in south Florida I've heard it hypothesized that global climate change will shorten the wet season by give us a rainier dry season. The primary recharge areas to the Floridan Aquifer are farther north of course and cover a wide geographic area. That's a good question.
