As swamp altering as canals can be,
The swamp still controls them (and not the other way around.)
Take for example SR29 Canal.
Recent rains filled up up over its brim.
You’d think that was a good thing?
Unfortunately water isn’t finding its way under the bridges (into the Panther Refuge) where we would like it to go. The water seems to prefer going down the canal instead. In part because of the vegetation mat. But of course, the story is more complicated than that. (See chart above.)

Once again this proves that water has a mind of its own.
And as for who’s in control, my second opinion is it’s a combination of both.
