But managers think of it more as a flow structure.
Record rains have caused those gates to open up to relieve pressure on the upstream Lake’s levee. That hasn’t been a major problem over the past few years but it is now ever since the Lake rose over a foot in the past month.

That’s good for the levee but bad for the estuaries downstream.
